NXNE Rotarian Denis Cowhig was the featured speaker for last week's (September 19) meeting. He shared his experiences working with a Drug Court/Problem Solving Court in North Texas. Such courts are designed for cases involving at risk substance abusers, and provide treatment and a non-adversarial atmosphere.
Denis is a big supporter or these alternative programs, mostly because they work. He cited statistics showing huge decreases in recidivism among offenders who complete the programs. Denis says while the drug court programs may not be perfect, they are more effective than boot camps or conventional incarceration.
