Elizabeth Tucker, Executive Director of Every Child Texas, spoke to us on March 6th. Every Child works to find ways to support family life for children with disabilities who would otherwise grow up in facilities. Elizabeth told us about how Every Child was started in 1993 to help divert children with disabilities from being institutionalized. There were legislative hearings on the issue started by Lt. Gov. Bob Bullock and eventually legislation was passed in 2001. Every Child is the non-profit that has been licensed by the State of Texas to implement the policies set in the legislation. Since that time, they have reduced children in facilities by 60% by either helping them go home to their own families or finding another family that can help with their care. These families are carefully vetted and chosen by the child's family, and there is a parent sharing agreement between them.
