Nick Orman is the Deputy Director of Energy Resources at the Texas General Land Office (GLO) and spoke to us about the GLO's stewardship of Texas lands. He gave us some history about the GLO's origins - it was established by the Republic of Texas in 1836 and managed the Republic's land titles, surveys and archives and was charged with validating Spanish and Mexican land grants. Nick described the land grant process and the different types of grants from Spain, Mexico, the Republic of Texas, and the State of Texas. The GLO today is the custodian of surveys, land titles, and historical archives, handles disaster recovery, and has stewardship of the Alamo among other obligations. Nick described the Permanent University Fund, which holds over 2 million acres of public lands in Texas and provides funds to the UT System and the Texas A&M System. The Permanent School Fund (PSF) was established in 1854 to fund public education and holds over 13.3 million acres of surface and minerals in Texas. Nick gave us an overview of oil and gas leasing of public lands and what type of revenue the PSF receives in oil and gas royalties each year. He also told us about other streams of revenue from holding public lands, including water, carbon sequestration, hard minerals, geothermal, and brine leasing. All of these revenues go to support public K-12 education in Texas.
